Hailing from Amritsar, the city of the Golden Temple, the holiest place in Sikhism, he is a former Deputy Chief of Army Staff of the Indian Army. He comes from a patriotic family. His father, Mohin Singh, served in the Indian Army and his elder brother served in the Indian Air Force. He represented the country on numerous occasions. He held numerous talks with China on border issues in India and visited China seven times to hold talks in cities like Beijing and Shanghai. He demonstrated his diplomatic wisdom to negotiators from a powerful country like China.

He demonstrated his prowess once again by visiting Pakistan for talks on Siachen and other issues, building trust between the two sides. He also engaged in numerous counter-terrorism operations in Jammu and Kashmir and the Northeast.

He is a recognized scholar on defense matters. While serving the country, he taught and researched on various defense-related subjects in India and the United States, including at Jawaharlal Nehru University and the National Defense University, Washington. He conducted research on the India-China border dispute for two years. While serving as Adjutant General of the Army, he worked on human resources. He also held various positions in information technology, human resource management training, manpower policy and planning, recruitment, selection, motivation, morale, health, discipline, legal issues, welfare, rehabilitation, and veterans' issues.

He has a special affection for soldiers, brave warriors and martyrs. He is also the chief patron of the Rashtriya Sainik Sanstha. He has been participating as a defense expert in news programs like Nation First and Jai Hind Journal. During his nearly 40 years of service in the army, he has received 4 President's Awards from the Deputy Chief of Army Staff. Apart from this, he has been honored with Param Vishisht Seva Medal, Uttam Yudh Seva Medal, Ati Vishisht Seva Medal, and Vishisht Seva Medal. During his army service, he has also served the country in the exile of Uttarakhand. It is a matter of pride for the country that such a highly learned Sikh warrior has been appointed as the Governor of Devbhoomi Uttarakhand.
